 BACKGROUND
Austria ACOnet(4.2A)All federation members are invited to delegate up to two representatives into the technical advisory group of the federation. The governance of the federation is supervised by the ACOnet steering committee, which is appointed by the ACONET association. (4.2B)Any changes to this policy MUST be discussed in the technical advisory group and MUST be approved by the ACOnet steering committee before they are published on the ACOnet website. (4.2C)ACOnet is responsible for maintaining formal ties with relevant national and international organizations. (6.3A) A federation member who fails to comply with the ACOnet Identity Federation policy MAY have its membership in the ACOnet Identity Federation revoked by the ACOnet steering committee.
Australia AAF4.3 Subscribers may elect to apply to be a Member or Affiliate of AAF Inc. The eligibility criteria and joining process is determined by the Executive Committee. A Subscriber does not need to be registered as a Member or an Affiliate to use the Federation.

Finland - HAKA3.1. Advisory Committee

The Advisory Committee of the Haka Federation acts in a purely advisory capacity as regards the coordination and promotion of the deployment and use of the Federation. In addition to other provisions stated in the Agreement and Appendices to it, the Advisory Committee shall address - initiation and controlling of inter-institutional user administration projects, - financing of the Federation, - vision and strategy of the Federation, - policies and practices of the Federation, - accreditation of Certificate Authorities, - risk assessment, - further development of the cross-organizational identity management Advisory Com Operations Com - confirming federation version release schedule - approving attribute schema (funetEduPerson) resolution The Advisory Committee is nominated for two years at a time and it consists of eight representatives nominated as follows - the university chief information officers’ Fucio network nominates two (2) representAtives - the polytechnic IT managers’ AAPA-meeting nominates two (2) representatives - CSC - IT Center for Science Ltd nominates one (1) representative - Advisory Committee meeting nominates the rest three (3) representatives The Operator is responsible for convening and preparing the meetings and acts as the secretary of the meetings.

Ireland - edugate10.1 The Federation Governance Committee may, from time to time, in its sole discretion, make amendments to these Rules, which amendments will become binding on the Provider Member and all other Provider Members. Members will be notified of any amendments to these Rules as provided for in Rule 10.3 hereunder.

10.2 Members may submit proposals to amend these Rules to the Administrator or the Administrator may suggest amendments to these Rules and in either case the Administrator will endeavour to canvass a simple majority of Members to support any proposed amendment. In the event a simple majority of Members support a proposed amendment the Administrator will refer the proposed amendment to the Federation Governance Committee (or a sub-committee appointed by the Federation Governance Committee) who will accept or reject the proposed amendment. The maximum frequency allowed for proposals to amend the Rules is set out in Section 7 of the Operational Guide.

Japan - GakuninArticle 5 1. The CWSC shall decide the policies for implementation of GakuNin.

2. The CWSC shall establish a GakuNin Administration Task Force under its authority and assign to it the duties stipulated in the following items. a. Examination and approval of member organizations b. Administration of servers for GakuNin operations c. Study of technologies related to GakuNin d. Preliminary studies of member applications, system administration standards, and information protection 3. The CWSC shall describe the makeup of the GakuNin Administration Task Force in another document. Article 15. Miscellaneous Provisions The CWSC shall stipulate guidelines on matters that are not stipulated in these Guidelines but that are found to be necessary for administration of GakuNin.

Norway - FEIDE7. Further Development of Feide

UNINETT has overarching responsibility for further development of Feide. UNINETT may modify Feide as UNINETT finds appropriate. If a modification may have implications for the Organization, the Organization shall receive notification of the modification. The Organization shall take modifications into use and make any necessary adaptations to the parts of Feide for which the Organization itself is responsible, within the time limits which are set by UNINETT . 8. Administration of Feide UNINETT is responsible for the top-level administration and management of Feide, such as entering into agreements with Feide organizations and Feide service providers regarding the use of Feide.

Portugal-RCTSAAI3.1 FCCN is the managing entity of the RCTSaai Federation; it is responsible, inter alia, for assessing the eligibility of identity and service providers
Sweden SWAMID(4.1A)SWAMID is operated by the Swedish University Network (SUNET). The governance of SWAMID is delegated from SUNET to the SWAMID Board of Trustees. The SWAMID Board of Trustees is appointed by SUNET. A majority of the SWAMID Board of Trustees SHALL be affiliated with SWAMID Members. SUNET appoints the chair of the SWAMID Board of Trustees. (4.1B)Each member of the SWAMID Board of Trustees is appointed for a period of up to 2 years.

Any changes to this policy MUST be approved by the SWAMID Board of Trustees. All decisions made by the SWAMID Board of Trustees are public and MUST be published on the SWAMID website. (4.1C)The SWAMID Board of Trustees is responsible for maintaining formal ties with relevant national and international organisations.

UK UK federationResponsibility for the provision of the Federation is shared jointly between the Higher Education Funding Council for England, the Learning and Skills Council, the Scottish Funding Council, the Higher Education Funding Council for Wales, the Department for Education Lifelong Learning and Skills and the Department of Employment and Learning Northern Ireland (represented by their Joint Information Systems Committee, the JISC). These organisations exercise this responsibility through the Policy Board for the UK Access Management Federation for Education and Research. The Policy Board is ultimately responsible for maintaining effective governance of the Federation. It discharges this responsibility by defining the policies governing membership of the Federation and for the responsibilities that Federation membership entails
US - InCommon1b. The InCommon Federation is an activity of InCommon and is generally governed by a Steering Committee representing the interests of Participants. The purpose and role of the Federation is set forth in more detail in the Limited Liability Company Agreement ("LLC Agreement") and Federation Operating Practices and Procedures ("FOPP") of the Federation as amended from time to time by the InCommon Steering Committee. 11d. The Steering Committee of InCommon or its designees, is responsible for the governing policies of the federation, its purposes and uses, and Participant agrees to be bound by its official, approved policies with regard to federation participation. 17. This Agreement may be modified only by written consent of the Parties; provided, however, that InCommon retains the right to amend this Agreement unilaterally to conform to any modifications made by InCommon to its policies if so approved by the InCommon Steering Committee.
