The focal question is an standard part of clarifying the data gathering for scenario planning. We can think of it as the "elevator pitch" for the survey or interview. In listening, i've concluded that, at least within our community, we simply are asking
What does the future look like for federations in the next 10-15 years?
Despite our initial uncertainty about whether "federations" is too restrictive, it seems that it is a useful frame both with in the R&E communities and the broader IAM/IDM communities. For some of our constituencies, we will likely want to vary the focal question, perhaps
