2. Annual Survey Results
   1. Webinar scheduled for 1 April
   2. This year we are trying to draw attention to some more specific conclusions. Federation is growing, and we are generally described as critical infrastructure without the funding or staffing support. There does not appear to be any significant move to support OIDC; we are still entirely SAML-based. We need stronger drivers around the entity categories; SIRTFI has increased but is stagnating, CoCo has decreased, etc. The energy of fed ops is to keep the lights on, but not necessarily adding new features.
   3. We did get more ideas about what people would like REFEDS to be doing. Some of those things are being addressed in existing work areas, but some are new (e.g., interop of eduID programs)
   4. As a community we still suffer from a lack of cohesive behavior - this is an area we should focus on during our retreat. This may also be feedback for eduGAIN; there is a proposal to have eduGAIN work hard to drive three specific, clearly defined profiles (anonymous/pseudonymous; scoped affiliation; R&S).
3. MET Proposals
   1. There are 3 proposals for consideration. In the folder, there is a simple excel spreadsheet that includes the basic marking criteria. The price mark has already been set; there is an existing formula for that. SC members are asked download and fill out the spreadsheet with the score and a note as to why they assigned that score and send the results to Nicole by Monday, 22 March 2021 UTC-0.
4. 2021 Work Plan
   1. What's new:
      
      1. OIDCre is to find a home for individuals that have input but who cannot sign the OIDF IPR
      2. For consent, we do have a good set of resources to start, including articles by Andrew Cormack on consent around the world; work done by Internet2's CAR program; in EU, look at the other principles for processing first; EU to non-EU use case; what we know about other countries; noting that consent is not consent if the user is denied access; information screens vs consent workflow. We cannot give legal advice, but we have authoritative legal sources. This probably wouldn't work as a working group; Nicole will consider this further and come back with a proposed direction.
      3. There is a proposal to release CoCo v2 as a REFEDS BCP rather than a ratified EC item in GEANT, but that will require a bit of work.
      4. Survey has suggested a survey on MFA implementations to collect more information on what's being used and how it's being rolled out.
      5. There was a suggestion in the survey to do more to support IMS Learning standards. Unclear as to what that would actually mean. This may be specifically about Learning Tools Interoperability, which is more OAuth-based? There's not enough yet to figure out if/how it fits in the work plan. If it is about LTI, suggest we feed it over to TF-EDU and/or OIDF OIDCre.
      6. Interop of eduID systems - suggest this needs a BoF to see if there is something here for REFEDS and if yes, to scope that work (see notes from last eduID meeting - https://wiki.surfnet.nl/display/EDUID/EduID+day+2020+Minutes) and the work done in the GEANT Project (2018): https://www.geant.org/Projects/GEANT_Project_GN4/deliverables/D9-3_Best-Practice-for-User-Centric-Federated-Identity.pdf
5. REFEDS TNC Meeting Agenda
   1. 16th of June in the afternoon only. There will be a lot of side meetings that same week, before TNC21.
   2. People have also started requesting BoF time. Uncertain as to exactly how that will work, but it will influence how we use the time in the main meeting. Will use the REFEDS time to talk a bit about all the work that was done in 2020 (and it was more than expected) but there are enough other topics that need interaction that those BoFs might be useful.
   3. Suggestions for the agenda: encourage shorter, faster presentations that will let people decide whether to spin out for longer conversations. Don't forget breaks! Also, suggest having a separate one hour for people to introduce people to the topics and give them an opportunity for pre-reading
